New Draft Plan of Management for Neighbourhood Parks

The new draft Plan of Management for Neighbourhood Parks was on public exhibition 6 October - 21 November 2021 (available in the document library or click here).

The draft Plan of Management (PoM) for Neighbourhood Parks sets out Council’s land management objectives for these small but significant areas of public open space, addresses current issues and identifies and prioritises required work. It meets Council’s objectives regarding land management under the Local Government Act 1993, the Crown Land Management Act 2016 and the Native Title Act 1993.

Please note, all parks and reserves located on the foreshores of Sydney Harbour or Middle Harbour are addressed in Council’s Plan of Management for Foreshore Parks & Reserves. It is anticipated that a new draft Plan of Management for Foreshore Parks & Reserves will be on public exhibition in early 2022.

Council is progressively preparing a new suite of Plans of Management that address relevant Crown reserves to comply with the requirements of The Crown Land Management Act 2016 which came into force in July 2018. View more information including FAQs and a list of areas that are included here.

Note: Submissions are considered open access information under the Government Information (Public Access) Act 2009. In the interests of public transparency, submission in its entirety may be made available via Council’s website. Submitters are encouraged to read Council’s Information Sheet: Making a Submission to Council prior to making a submission. All feedback received will be considered, however it is not intended to reply to individual respondents.

Next Steps

Council’s project team is reviewing all submissions. A report to Council will outline the community’s responses to the draft PoM, and any changes needed to finalise the document resulting from the submissions. Once adopted, the document will replace Council’s existing PoM for Neighbourhood Parks 2010.

    North Sydney’s extensive network of neighbourhood parks breaks up the rigid form of the urban landscape and helps give the area its distinctive, leafy character. These parks offer some of life’s small but essential pleasures; a pleasant spot to read a book in the shade of a tree, a respite from the office, a glimpse of the harbour or a small playground to entertain children.

    Neighbourhood parks act as the community backyard, affording residents who live in units convenient and accessible outdoor spaces for recreation. Many local residents are involved in the co-operating management and maintenance of neighbourhood parks through Council’s Streets Alive program. In commercial areas, neighbourhood parks cater for the business community, these urban plazas often contain hard-wearing elements such as paving to withstand high levels of use.

    As the amount of medium density housing and other development in North Sydney grows, greater pressure is put on neighbourhood parks to meet the outdoor recreational needs of the community, and the value of the neighbourhood parks in the social make‑up of the area increases.
