The Planning Proposal (PP3/23) intends to list 50-56, 70-72 & 78-88 Parraween Street, Cremorne as local heritage items in the North Sydney Local Environmental Plan 2013 (NSLEP 2013). The Planning Proposal will be on public exhibition from Friday 25 August to Friday 22 September 2023.

The Planning Proposal and supporting documents may be viewed in the document library; at Council’s Customer Service Centre, 200 Miller Street, North Sydney; and Stanton Library, 234 Miller Street, North Sydney, during opening hours.

Background to the Planning Proposal

At its meeting on 8 May 2023, Council resolved to endorse a Planning Proposal to amend the North Sydney Local Environmental Plan 2013 as follows:

  • the properties at 50, 52, 54, 56, 70, 72, 78, 80, 82, 84, 86 and 88 Parraween Street, Cremorne are identified as local heritage items through their listing within Schedule 5 – Environmental Heritage and identification on the Heritage Map;
  • Zoning Map for the properties at 50, 52, 54, 56, 58, 60, 62, 64, 66, 68, 70, 72, 74, 76, 78, 80, 82, 84, 86 and 88 Parraween Street, Cremorne is amended from Zone R4 High Density Residential to Zone R3 Medium Density Residential (now superseded by Gateway Determination of 31 July 2023); and
  • Height of Building Map for the properties at 50, 52, 54, 56, 58, 60, 62, 64, 66, 68, 70, 72, 74, 76, 78, 80, 82, 84, 86 and 88 Parraween Street, Cremorne is amended from 12m to 8.5m (now superseded by Gateway Determination of 31 July 2023).

Gateway Determination and endorsement of amended Planning Proposal

On 31 July 2023, the Department of Planning and Environment (DPE) issued a Gateway Determination allowing the Planning Proposal to be placed on public exhibition, subject to Council meeting certain conditions. In addition to some administrative changes, the Gateway conditions required amendment of the Planning Proposal so that it only involves a Heritage listing of the affected properties (No’s 50-56, 70-72 & 78-88) and does not involve any change to the underlying zoning or height provisions within the LEP.

The DPE endorsed Council’s amended Planning Proposal for the purposes of exhibition on 17 August 2023. Council is not authorised to be the plan-making authority to make this plan. This process will be undertaken by the DPE.
