The draft Operational Plan and Budget 2022/23 details Year 1 of the draft Delivery Program 2022-2026 (concurrently on public exhibition), outlining the activities (projects and services) that will be undertaken in the first year of the Delivery Program. The Operational Plan is presented by Divisional view (instead of by the Strategic Directions as per the Delivery Program) for ease of identifying the Department responsible for delivering each project/service.

In accordance with the Local Government Act 1993, Council must adopt its annual Operational Plan & Budget for the coming financial year by 30 June, outlining the activities to be undertaken in the next financial year (i.e. from 1 July 2022), as part of the Delivery Program. In accordance with the Local Government (General) Regulation 2021, the Operational Plan & Budget must include the annual Revenue Policy (refer to Appendix 2).

The exhibited budget and Revenue Policy are consistent with the 'Planned Scenario' outlined in the draft Resourcing Strategy 2022-2032, inclusive of the following assumptions:
