Feedback is sought on proposed Fees & Charges Schedule, applicable in the 2022/23 financial year, inclusive of proposed increases in existing fees as well as proposed new fees. All existing and proposed fees and charges have been assessed according to the nature of the services being provided.

The draft Fees & Charges Schedule was formulated with respect to a general increase of 3.1% over the previous year’s adopted schedule, and comparable market rates.

All existing and proposed fees and charges have been assessed according to the nature of the services being provided. The following factors have been considered in the analysis of the proposed fees and charges:

  • Cost recovery, including indirect costs recovery (full or partial)
  • Market pricing competitiveness (pricing of similar service providers)
  • Legislative constraints (non-discretionary fees)
  • Subsidies (capacity to pay)

Public notice for at least 28 days, in accordance with the Local Government Act 1993, is given of the changed and/or new fees and charges proposed. The draft Fees & Charges Schedule can be found in via the report on Council's website.

Variations proposed to the Schedule from 2021/22 are summarised in the following table:

An average increase of 18% has been applied to fees within this category. The increase is required due to the significant amount of staff time and administration cost increases in processing and managing this activity.

Pre-Development Application Consultation Services - pages 57 & 58

An average increase of 15% has been applied to fees within this category. The increase is required due to the significant amount of staff time and administration cost increases in providing this service.

Resident Parking - pages 13 & 14


An average increase of 10% has been applied to fees within this category. The increase is required due to the significant amount of staff time and administration cost increases in processing and managing this activity.

Amended fees (significant reductions)

Compliance Cost Notice Fee (Investigation of an EP&A order) - to a maximum of set fee under 281C - page 59

Reduced by 25% in accordance with updated legislation.

Discontinued fees

Compliance Cost Notice Fee (Preparation or serving of an EP&A order) - to a maximum of set fee under 281C - page 59

No longer applicable due to updated legislation.
