UPDATE SEPTEMBER 2021

The community engagement outcomes were considered at the North Sydney Traffic Committee meeting on Friday 11 June 2021 - click here to access the reports/minutes. At this meeting it was resolved to recommend:


  1. THAT this matter be deferred until a report be brought back to the Traffic Committee as soon as possible on the viability of a pedestrian refuge on the North Sydney Council/western side of Holt Avenue at the intersection of Spofforth Street with costings and the suitability of the refuge .
  2. THAT Council request our State Member, Felicity Wilson liaise with the Chairperson of the Mosman Traffic Committee and resolve this long term for the benefit of the community.
  3. THAT that Council acknowledge Ms Clarke for attending the meeting with this issue.

The recommendations of the June Traffic Committee were subsequently adopted by Council at its meeting of 28 June 2021.

As part of Council’s commitment to improve pedestrian and traffic safety, Council is proposing improvements at three intersections along Spofforth Street to address crash history and increase general pedestrian safety and amenity.

Location 1 - Spofforth Street & Holt AvenueHistory of crashes at the intersection involving vehicles approaching from Holt Avenue and Spofforth Street, which may be due to poor sight distance, the dominant north-south flow of traffic on Spofforth Street, and the slight staggered alignment of Holt Avenue either side of Spofforth Street.
Location 2 - Spofforth Street & Rangers RoadConcerns raised about pedestrian and traffic safety at the intersection, including pedestrians feeling unsafe, motorists failing to indicate when turning from Spofforth Street into Rangers Road, north-bound motorists struggling to safely enter the intersection from Spofforth Street, and general concerns about excessive vehicle speeds.
Location 3 - Spofforth Street & Florence StreetConcerns raised about speed of vehicles turning into Florence Street and existing pedestrian refuge and kerb ramps being substandard.


To address these concerns, three (3) options are being considered each for Locations 1 & 2; and one (1) option for Location 3, and are described on the tables available in the Document Library - Treatment Descriptions and Impacts. In addition, removal and relocation of existing bus stops on Spofforth Street and Florence Street are proposed to off-set some of the parking losses arising from the proposals, a plan of the bus stop relocation is available in the Document Library - Concept Plans.

Council is conducting a survey to determine whether there is support for the proposed improvements. The survey is not a voting form as such but will assist in determining support for the proposed improvements at or near your street. The results of this survey will be considered by the North Sydney Traffic Committee on Friday 11 June 2021.

Council hosted an online information session on Tuesday 16 March 2021, providing an overview of the proposed improvements and an opportunity to ask questions. Refer to the Q&A summary for questions asked at the session, a video of the recording is also available on this page.
