Planning Proposal and Draft Voluntary Planning Agreement at 601 Pacific Highway, St Leonards

Council is exhibiting a Planning Proposal applying to land at 601 Pacific Highway, St Leonards to amend the North Sydney Local Environmental Plan (NSLEP) 2013. The Planning Proposal, as endorsed by Council on 27 November 2023 seeks to:
- increase the maximum building height from 49m to RL259 (equivalent to 171m); and
- apply a floor space ratio (FSR) of 20:1.
The Planning Proposal intends to facilitate the delivery of a 42-storey commercial building with a part five and part six-storey podium and 36-storey tower above. The indicative concept design includes 56,348 sqm of commercial office floor space; 408 sqm of retail floor space; and 128 car spaces over four basement levels.
The Planning Proposal is accompanied by a draft Voluntary Planning Agreement (VPA) that proposes certain monetary contributions for community infrastructure purposes.
On 2 April 2024, the Minister for Planning issued a Gateway Determination enabling the Planning Proposal to proceed to public exhibition. Please note Council is authorised to exercise the functions of the local plan-making authority.
This planning proposal is specific to the land at 601 Pacific Highway, St Leonards. A broader planning proposal applying to the Crows Nest and St Leonards precinct is currently being exhibited separately by the Department of Planning, Housing and Infrastructure.
