Neutral Bay Town Centre Planning Study

Council is preparing a Planning Study to help manage and influence positive changes to the Neutral Bay Town Centre. The Neutral Bay Town Centre Planning Study (NBTCPS) will be prepared by Council with input from expert economic, transport and design specialists. Key inputs will also come from the community and stakeholder engagement process.

The NBTCPS will:

  • guide future development proposals within the centre which may include targeted modest increases in height and density while retaining the village atmosphere
  • better manage the development pressures within a consultative and informed development framework
  • create an opportunity to improve the public domain and local facilities
  • strike the right balance between public benefits and any additional density or building height
  • retain and strengthen the employment opportunities within Neutral Bay

Background

Between 2018 and 2021, Council prepared a Planning Study for the Military Road Corridor (MRCPS) focusing on the Neutral Bay Town Centre. On 24 January 2022, Council resolved to rescind the Planning Study (2021) in response to community concerns and to prepare a revised NBTCPS to better balance development height and the provision of additional public open spaces and facilities.

The Council report of 23 May 2022 provides background to the revised Planning Study. The adopted engagement plan can be found in Council report of 12 December 2022.

We have also developed a Fact Sheet and Frequently Asked Questions (FAQs) to help explain the preparation of the Planning Study (available in the Document Library). Hard copies are available at Council’s Customer Service Centre and Neutral Bay Community Centre during opening hours.

Early Engagement - Drop-in Information Sessions at Grosvenor Lane Carpark, Neutral Bay (COMPLETED)

Come talk to Council staff about the project - find out about the upcoming stakeholder engagement opportunities.

  • Saturday 25 February, 10am to 1pm

Preliminary Engagement - Survey and Workshops (COMPLETED)

  • Survey - share how you currently access and use the Neutral Bay Town Centre and future considerations (includes EOI for workshops registration) - closes 11 May 2023 (extended)
  • Workshops - late May 2023, more details coming soon; register your interest
  • Neutral Bay Alive Community Consultation Group - details coming soon

There is a separate survey seeking feedback on the Neutral Bay Community Centre - closes 17 May 2023

Neutral Bay Alive community consultation group - EOI closes 11.30pm, Monday 12 June 2023

The Group will consist of a maximum of 10 community members plus a minimum of two Council staff. The 10 community members will be broadly representative of the Neutral Bay/Cremorne population. Group members will be selected by the General Manager on the basis that the person:

  • is a resident of Neutral Bay or Cremorne
  • has a commitment to improving public amenity in the local area
  • has a commitment to developing an awareness of the planning work that has been undertaken by Council within the Neutral Bay Town Centre
  • is willing to participate constructively and positively to the formulation and refinement of the Planning Study
  • not associated with local business interests to avoid any potential conflicts of interest

Business owners and operators, property owners and developers are not eligible to be members of the 'Neutral Bay Alive’ community consultation group. The group will invite those with direct business interests within the Study area to share their aspirations and objectives for the Planning Study.
