Draft DCP Amendment - Military & Rangers Road 2024

The State Government is currently advancing two separate Planning Proposals that seek to amend the planning controls under North Sydney Local Environmental Plan 2013 as it relates to land at 183-185 Military Road, Neutral Bay (PP4/23) and 1-7 Rangers Road & 50 Yeo Street, Neutral Bay (PP1/23). Despite both Planning Proposals being accompanied by a draft site-specific development control plan (DCP), or a commitment to prepare a draft site-specific DCP prior to the exhibition of the associated Planning Proposal, neither of these draft site-specific DCPs have any status as they have not been formally endorsed as a “draft DCP” for the purposes of public exhibition.
Any draft amendment to NSDCP 2013 is required to be formerly endorsed by Council and exhibited separately to the progression of these Planning Proposals.
On 27 May 2024, Council considered a post-exhibition report with regard to the Neutral Bay Village Planning Study (NBVPS) which sets the desired future outcome for the Village, within which the two Planning Proposal sites are located. In recommending that a revised NBVPS be adopted, the report also recommended that Council endorse site-specific amendments to North Sydney Development Control Plan (NSDCP) 2013 for public exhibition in relation to 1-7 Rangers Road, 50 Yeo Street, and 183-185 Military Road Neutral Bay, and that it be progressed as a matter of expediency.
Whilst Council resolved to adopt the NBVPS, subject to further amendments in response to community concerns, it resolved to defer making a decision with regard to the progression of the draft DCP amendments, until a Councillor briefing had been held. The purpose of the briefing was to obtain a better understanding of:
(i) how the draft DCP controls were derived with regard to the implementation of the NBVPS, and
(ii) separate progression of two planning proposals for 183-185 Military Road, 1-7 Rangers Road, and 50 Yeo Street Neutral Bay.
Following the Councillor Briefing, Council reconsidered the need to progress a draft amendment to NSDCP 2013 at its meeting on 22 July 2024, where it resolved to endorse a draft amendment to NSDCP 2013 to give effect to the desired outcomes of the NBVPS, with consideration given to the concurrent progression of the 2 separate associated planning proposals and place that draft amendment on public exhibition.
The draft amendment to NSDCP 2013 amendment will be on public exhibition from Monday 26 August 2024 to Monday 23 September 2024 inclusive and may be viewed in the Document Library (on this page); at Council’s Customer Service Centre, 200 Miller Street, North Sydney, from 9am to 5pm, Mondays to Fridays; and Stanton Library, 234 Miller Street, North Sydney, during opening hours.

POST EXHIBITION REPORT
