BACKGROUND

Young Street in Neutral Bay, between Military Road and Grosvenor Lane, has been temporarily closed since Monday 2 November 2020 to trial a new plaza and road closure (click here for detour map). North Sydney Council has less open space per person than every other northern Sydney council. This is an opportunity to increase public areas that the community can use.

Young Street Trial plaza is now open and will be in place for three months until March 2021 we invite you to have your say on whether you would like to see it become permanent. During initial consultation about the road closure and plaza aspects, the community had mixed views on whether they wanted it to happen. Council agreed to trial the closure to give the community an opportunity to see how it would work in practice before making a final decision.

The temporary plaza is built out of hired fixtures and elements that can be reused elsewhere.

The works are fully funded by Transport for NSW as part of the funding deed with Council for the streetscape upgrade works that complement the Northern Beaches B-Line Bus Service.

The community could provide feedback about the trial plaza or the road closure/traffic.

    1) Pedestrian Crossing

    Access into Young Street is maintained and enhanced with a colourful bushland floor graphic. Vehicle security planters with aromatic planting and trees create a green buffer to Military Road and provide visual markers to highlight the entrance plaza.

    2) Pavilion

    The pavilion is a multi purpose focal point of the space, providing screening to Military Road, a space for event hire/pop up shop/library and a safe and secure unit to lock away any loose furniture or games.

    3) Lawn

    The lawn near the pavilion is mounded to create a playful topography that could be used for lounging or watching a performance from the pavillion. The larger area of flat lawn could be used for informal games or potentially be used by the yoga studio for outdoor classes.

    4) Play ‘House’

    A timber arbor frames views out to Neutral Bay and sits in a planter filled with climbers. Below, a plywood surface and ‘toy chest’ gives young children a chance to open a box and explre the space.

    5) Play ‘House’

    A plywood surface utilises the level change across the site and creates a series of level play decks. Integrated raised garden beds help to subdivide the space, providing protective edges from any turning vehicles entering or exiting the basement.

    6) Basement Access

    A clear offset allows continued 2 way access into the existing basement car park. The floor graphic ensures the area feels part of the space and encourages increased driver awareness.

    A vibrant pattern of native foliage creates a bold surface that instantly enriches the ground plane.

    Initial consultation for the project ran from 31 May - 5 July 2019. Council sought community feedback on design options for a new plaza in Young Street (between Military Road and Grosvenor Lane) via:

    • Survey question - online or hard copy
    • Feedback form - free form submissions via online form, email and hard copy
    • Drop in sessions were held on 25 and 27 June 2019 at Neutral Bay Community Centre

    The project is a response to community feedback emphasising a need for more community/open space in the Neutral Bay Village.

    The design concept was developed proposing new landscaped areas for community use, space for outdoor dining, and improved pedestrian access around Neutral Bay Village. The concept was not a final design but showed a range of options to facilitate further community feedback on the project.     A Traffic Impact Assessment and Traffic Management Plan was undertaken for future scenarios with and without the road closure. The Traffic Impact Assessment found that key intersections on the surrounding road network would generally be unaffected by the redistribution of traffic due to the closure of Young Street, with the exception of Waters Road and Military Road which may experience increased queuing on Waters Road during peak periods.

    During initial consultation about the road closure and plaza aspects, the community had mixed views on whether they wanted it to happen. On 26 August 2019, Council agreed to trial the closure to give the community an opportunity to see how it would work in practice before making a final decision.
