Council sought feedback on the design concept options for the streetscape (public domain) upgrade for Willoughby Road, Crows Nest.

The proposed upgrades include new paving, lighting, street furniture and planting. The existing planter boxes will be replaced with one of two contemporary design options. Option 1 features curved planter boxes (curvilinear design) with timber seating and Option 2 features modular seating/planter boxes (modular design).

The area to be upgraded extends from Burlington to Albany Street and includes many popular outdoor dining areas and entertainment venues. This upgrade is a progressive rollout of new materials and will incorporate similar materials to Alexander and Burlington Streets.

The retail and commercial strip, including the outdoor dining bays, on Willoughby Bay Road, Crows Nest were designed and built in the mid to late 1990s and the palette of materials is tired and worn, and in some areas has performed poorly over the intervening period. Council has since prepared a Public Domain Style Manual and Design Codes that outlines the colour scheme and materials per locality, and is progressively working to upgrade public domains and streetscapes to suit the contemporary approach to urban design.

Stakeholder consultation, including via the Crows Nest Streetscape Committee, occurred between 2014 and 2017 to inform the draft Crows Nest Public Domain Masterplan. As this was over five years ago, and Council’s Public Domain Style Manual and Design Codes has subsequently been introduced, it is prudent that further engagement occur given the amount of time elapsed since the original consultation

The feedback form (below) asks for your priorities and preferences on the design option. All feedback received will be collated, analysed and where possible the design will be modified to include community feedback. The results of community consultation will be reported to Council with a recommendation on the final design option.

    Construction timeline

    Work will begin with trench investigation for the early electrical and drainage works.

    To ensure that businesses are not impacted during the holiday trading period, works will pause from December to January.

    Streetscape works will begin in the new year with new umbrellas being installed at the end of works which is projected to be June 2024.

    Works commencing 25 September 2023

    Council's appointed contractor, Garde Services Pty Ltd, will notify businesses and residents within proximity to the works. If you have any questions, please contact them on 02 9737 9062 or email community@garde.com.au.

    Trench investigation work will begin on Monday 25 September, and is scheduled to be completed between 7am and 6pm Monday to Friday. If there is any need for works outside of those times it will require third party approval and advance notice.

    The trench investigation will see footpath closures and short delays, but we will do what we can to minimise the impact to businesses. Some parking will also be taken up by trucks and plant movements.

    Further communications will be sent out regarding the staging of the new Ausgrid and Council infrastructure.
