The Planning Proposal that applies to 253-267 Pacific Highway, North Sydney (PP-2021-2926) is on public exhibition from Wednesday 7 December 2022 until Friday 3 February 2023.

About the Planning Proposal

The site is located at 253-267 Pacific Highway, North Sydney (SP16134, SP22870, Lot 51 DP714323, Lot B DP321904, and Lot 10 DP749576). It is currently zoned B4 Mixed Use under the North Sydney Local Environmental Plan (LEP) 2013.

The Planning Proposal seeks to facilitate the redevelopment of the site for an 8-10 storey mixed-use development, with a 2-storey commercial podium, residential above comprising 37 apartments, and basement parking. To achieve this, it seeks to amend the North Sydney LEP 2013 to:

  • increase the maximum building heights from 10 metres to 15 metres, 29 metres and 37 metres
  • apply maximum floor space ratios (FSR) of 4.83:1 (253-261 Pacific Highway) and 1.83:1 (265-267 Pacific Highway)
  • increase the minimum non-residential FSR from 0.5:1 to 1:1.

Council considered this Planning Proposal in March 2022 and resolved to refuse it. The applicant subsequently lodged a “rezoning review” challenging this decision. The State Government’s Sydney North Planning Panel considered this review and concluded that it should be supported. Gateway Determination enabling the public exhibition of the Planning Proposal was subsequently issued. As the Planning Proposal is the result of a rezoning review the Sydney North Planning Panel is the Planning Proposal Authority and the NSW Department Planning and Environment (DPE) will be the Local Plan-Making Authority.
