The purpose of this policy is to ensure that applications for memorials within public open space are managed on a consistent basis. In the past, Council provided the opportunity for individuals and groups wishing to commemorate a loved one by donating a seat with a plaque. The seat was required to meet Council’s Public Domain Style Manual & Design Codes and could only replace an existing seat. Council would then install the new seat at no cost. There is an opportunity for the increasing number of requests to be controlled through a policy to ensure they are consistently and transparently managed basis. The main objectives of this policy are to: provide Council with a consistent approach to dealing with requests for memorials within Council open space; establish criteria to assess and respond to requests by individuals and groups for the recognition of appropriate community members; and to define conditions under which Council will accept requests for memorials.

The following policies were recently exhibited and as submissions were
received, the submissions were reported back to Council:
Draft Restoration Works on Public Land Policy & Amended Guidelines - was exhibited from 1 to 28 September 2020. Council considered the post exhibition report on 30 November 2020 and resolved to adopt the policy and the amended associated Guidelines, including minor modifications in response to the one submission received.
Amended Access to Information Policy - was exhibited from 24 June to 21 July 2020. Council considered the post exhibition report on 27 July 2020 and resolved to adopt the policy.
Draft Closed Circuit Television Policy - was exhibited from 16 January to 12 February 2020. Council considered the post exhibition report on 27 April 2020 and resolved to adopt the policy.
Draft Single Use Plastics Policy - was exhibited from 25 July - 21 August 2019. Council considered the post exhibition report on 23 September 2019 and resolved to adopt the policy.
A report on the Draft Code was submitted to the Governance and Finance Committee on 8 April 2019 and subsequently considered by Council on 29 April 2019, which resolved:
THAT the attached Model Code of Meeting Practice, dated December 2018 with the deletion of clause 3.1, be placed on public exhibition for 28 days. Public submissions on the Model Code be received for a further 14 days after the exhibition period, as per Attachment 3 to this report.
THAT a further report be prepared for Council’s consideration
following the exhibition period.
The Draft Code of Meeting Practice was publicly exhibited from 9
May to 20 June 2019 and reported to Council on Council
24 June 2019. Council resolved to adopt the Code of Meeting Practice.
Amended Catering Provision Policy was recently exhibited and as
submissions were reported to Council on 19 November 2018. Council resolved to
adopt the proposed amendments.
The draft Model Code of Meeting
Practice was exhibited from 8 August 2018 - 4 September 2018. Submissions were received and the matter was referred back to Council on 29 October 2018. There was no resolution to adopt the draft Model Code.
The Amended Code of Meeting Principles and Practice was exhibited from 22 November 2018 - 20 January 2019. Submissions were received and the matter was referred back to Council on 29 January 2019. Council resolved to adopt the amendments to the Code. The changes relate to how the public can address Council meetings. For more information about the refer here.
Note: effective form December 2018, the new Model Meeting Code has now been prescribed under the Local Government (General) Regulation 2005 (the Regulation) and the existing meetings provisions of the Regulation have been repealed. The new Model Meeting Code is available on OLG’s website. Until a council adopts a new code of meeting practice, its existing code of meeting practice will remain in force up until six months from the date on which the new Model Meeting Code was prescribed, (14 December 2018 - 14 June 2019).
