The purpose of this policy is to ensure that applications for memorials within public open space are managed on a consistent basis. In the past, Council provided the opportunity for individuals and groups wishing to commemorate a loved one by donating a seat with a plaque. The seat was required to meet Council’s Public Domain Style Manual & Design Codes and could only replace an existing seat. Council would then install the new seat at no cost. There is an opportunity for the increasing number of requests to be controlled through a policy to ensure they are consistently and transparently managed basis. The main objectives of this policy are to: provide Council with a consistent approach to dealing with requests for memorials within Council open space; establish criteria to assess and respond to requests by individuals and groups for the recognition of appropriate community members; and to define conditions under which Council will accept requests for memorials.

    Submissions closed 18 December 2019

    On 28 October 2019, Council considered a report detailing the proposed amendments to Council's Encroachment Management Policy and resolved to endorse the amended policy for public exhibition. The report is available in document library, hard copies can be viewed at Council’s Customer Service Centre and Stanton Library during opening hours.

    The proposed amendments to Council’s Encroachment Management Policy are in accordance with the Local Government Act 1993, and were developed for the following purposes:

    • To more effectively manage airbridge encroachments for vehicular access over Council’s footpath and/or other public land in relation to both commercial and residential properties; and
    • To determine the best and fairest approach when assessing the rental/compensation payable to Council in relation to leases, licences and easements.

    Background

    • Council's Policy Manual, in its entirety, was reviewed following the commencement of the new term of Council.
    • The Asset Accounting and Capitalisation Policy requires amendment to terminology, internal processes and supporting documentation references.
    • The Catering Provision Policy requires amendment to in response to the Council resolution of 9 October 2017 (Min. No. 323) and discussion at the Governance Committee meeting held 9 April 2018. The proposed amendments do not impact the public i.e. no change to current service levels.
    • The Complaints Handling Policy requires amendment in response to recommendations from the Internal Auditor, following a review of Council’s complaints handling processes and procedures. The proposed amendments do not impact the public i.e. no change to current service levels.
    • Procedural amendments are proposed to the Councillor Access to Information and Interaction with Staff Policy that do not impact the public i.e. no change to current service levels.
    • The proposed amendments in the Donations Policy reflect the Stanton Library receiving deductible gift recipient (DGR) status, which in turn requires minor procedural amendments.
    • Within the Amended Filming in Council Area Policy, reference to use of drones has been added and the Police related procedures have been updated. All amendments are indicated in italics for new and strikethrough for deletion.
    • Minor amendments are proposed to the Financial Management Policy that do not impact the public i.e. no change to current service levels.
    • The Code of Conduct - North Sydney Local Planning Panel is mandated by the State Government. On 1 March 2018 the North Sydney Local Planning Panel (NSLPP) replaced the North Sydney Independent Planning Panel (NSIPP)(External link).
    • The Draft Debt Recovery Policy outlines Council's guidelines regarding recovery and management of overdue Rates and Domestic Waste Management Charges and other non-rates debts.
