At its meeting on 22 June 2020, Council considered a Planning Proposal to permit small bars on sites within Kirribilli Village that do not share a boundary with residential development. At this meeting Council resolved to forward the Planning Proposal to the Department of Planning, Industry and Environment with a request that the plan be made. At this meeting Council also adopted an amendment to North Sydney Development Control Plan 2013 (NSDCP 2013) to extend trading hours within Kirribilli Village.
North Sydney Local Environmental Plan 2013 (Amendment 29) came into force on 31 July 2020 following its publication on the NSW legislation website. This amendment gives effect to the Planning Proposal and can be accessed at: https://www.legislation.nsw.gov.au/EPIs/2020-447.pdf.
The associated amendment to NSDCP 2013 came into effect on 2 July 2020 following its publication on Council’s website. The amendment is available to view at Council’s Customer Service Centre as well as on Council’s website at www.northsydney.nsw.gov.au (or as per the links below).

BACKGROUND
At its meeting on 25 November 2019 Council resolved to forward a Planning Proposal to the Department of Planning, Industry and Environment to allow small bars on sites within the Kirribilli Village that do not share a boundary with residential development. On 7 February 2020, the Minister for Planning and Public Spaces issued a Gateway Determination permitting the Planning Proposal to be placed on public exhibition.
At its meeting on 24 February 2020 Council also resolved to place a draft amendment to North Sydney Development Control Plan (NSDCP) 2013 on public exhibition to extend trading hours within the Kirribilli Village. This amendment proposes to allow all sites in Kirribilli Village to trade from 7 am to 10 pm (Sun-Wed) and 7 am to 11 pm (Thurs-Sat). In addition, sites within the Kirribilli Village where small bars are permitted will be allowed to trade until 11pm (Mon-Wed), 12 am (Thurs-Sat) and 10 pm (Sun). It is also proposed to extend outdoor trading for these sites within Kirribilli Village until 10 pm, with outdoor trading for the rest of Kirribilli Village permitted until 9 pm as per current controls.
The Planning Proposal and draft DCP amendment were on public exhibition from Thursday 12 March 2020 to Wednesday 8 April 2020. The exhibition material is available in the Expired Document Library - Public Exhibition Documents
