Update 16 May 2025:
The Independent Pricing and Regulatory Tribunal (IPART) has not approved North Sydney Council’s application for a Special Rate Variation (SRV).
What does this mean for the Draft Delivery Program 2025-29 and Operational Plan 2025-26?
The draft budget for 2025-2026 assumed that Council would gain an extra $25m in revenue from a special rate variation (SRV).
Since this was not approved, Council will now need to consider alternative strategies to repair the financial position.
This means that Council will need to drop some priorities and reduce infrastructure projects listed in the Draft Operational Plan.
Council will also need to review activities planned within the Draft Delivery Program over the next four years.
Items that were dependent on SRV funding are highlighted in the combined document.
Next Steps
Council will:
- Conduct a full review of all services and programs
- Identify opportunities for expenditure cuts and reducing operational costs
- Prioritise compliance and safety in infrastructure management, deferring all other projects
Council will provide updates as revised financial plans and decisions are made in response to the decision from IPART.

The consultation will remain open until 29 May for community feedback.
However, without the additional revenue from the SRV:
- Infrastructure renewals and backlogs including North Sydney Oval, Stanton Library and sporting field upgrades are now unfunded.
- Actions identified in Council’s long-term strategies will be deferred indefinitely.
- Service levels will be reviewed and reduced.
- Council’s ability to respond to new requests from the community will be limited.

North Sydney Council has developed a new combined Delivery Program 2025-2029 and Operational Plan 2025-2026. We would love you to take a look and tell us what you think.
This draft Delivery Program outlines what we propose to do between 2025 and 2029. It is based on what you, the North Sydney community, have told us is most important to you from the 2025-2035 Community Strategic Plan.
The Delivery Program outlines our priorities and details all the strategies, projects, and initiatives that Council will work on over the next four years.
The Operational Plan sets out Council’s activities and budget for the 2025-2026 financial year. It shows how we will deliver on community priorities and maintain essential services over the next 12 months.

Background
All Councils in NSW are required to comply with the State Government’s Integrated Planning and Reporting (IP&R) Guidelines to ensure that they plan wholistically for the future and deliver the maximum benefit to the community.
In accordance with the Local Government Act 1993, Council must adopt its annual Operational Plan & Budget for the coming financial year by 30 June, outlining the activities to be undertaken in the next financial year (i.e. from 1 July 2025), as part of the Delivery Program.
