Help shape North Sydney Council's Draft Debt Recovery Policy

North Sydney Council is seeking community feedback on its Draft Debt Recovery Policy.

The policy outlines how Council manages and recovers debt owed to Council, including rates and annual charges, fees and charges, rents, licence fees and other monies owing to Council. It establishes the principles, governance arrangements and safeguards that guide Council's debt receovery activities.

The draft policy has been reviewed to ensure it remains contemporary, compliant with legislative requirements and alignes with good governance, financial stewardship and customer service principles. The policy also strengthens Council's approach to early engagement, clear communication, payment options, hardship recognition, dispute management, accountability and transparency.

Council is inviting feedback from residents, ratepayers, businesses and the wider community before the policy is considered for adoption.

About the Draft Policy

The Draft Debt Recovery Policy provides a framework to ensure debt recovery activities are:

  • Lawful, ethical and transparent
  • Consistent and proportionate to the nature and value of the debt
  • Supportive of customers experiencing genuine financial hardship
  • Respectful of privacy and confidentiality obligations
  • Accountable and supported by appropriate governance and recordkeeping practices

The policy applies to debts owed to Council including:

  • Rates and annual charges
  • Domestic waste management and stromwater charges
  • Fees and charges for services
  • Sundry debtor accounts
  • Licence and lease fees
  • Regulatory charges
  • Other receivables owed to Council

The Draft Debt Recovery Policy:

  • Encourages timely payment through clear invoicing and communication
  • Supports accessible payment options
  • Promotes early engagement when debts become overdue
  • Recognises genuine financial hardship and vulnerability
  • Provides for payment arrangements where appropriate
  • Requires disputed debts to be considered before recovery action is escalated
  • Protects personal information and privacy
  • Establishes authorisation requirements for external debt collection, legal action and debt write-offs
