North Sydney Council will be undertaking public domain improvements to Grosvenor Lane in Neutral Bay between Ben Boyd Road and Young Street. The proposal will see the laneway upgraded to a shared zone including new paving, furniture, planting and night time safety improvements to bring the lane up to current lighting standards.
Following consultation carried out in July 2018, Council has progressed design of the Shared Zone in Grosvenor Lane between Ben Boyd Road and Young Street.
A survey regarding parking changes to allow alternative truck routes for deliveries to Woolworths and hence minimise heavy vehicle movements along the new Grosvenor Lane Shared Zone is open until 30 June 2019.
What is a Shared Zone?
A Shared Zone is a road or network of roads where the road space is shared safely by vehicles and pedestrians. The maximum speed limit is always 10 km/h (this is close to the walking speed for most pedestrians). There may be no road lines, kerb or gutter in a Shared Zone to show that pedestrians and vehicles are equal. Drivers must give way to pedestrians at all times. Vehicles can only stop in a Shared Zone if they obey the parking signs and park in marked bays, if they are provided. Drivers travelling at a lower speed are better able to control their vehicles and safely avoid impact with other road users.
What is involved in introducing a Shared Zone?
The project will include: full width pedestrian paving (similar to Young Lane), new garden beds, tree planting, bike racks, bins, and lighting adjustments to bring them up to the standard of North Sydney Council and the RMS. To encourage drivers to drivers to reduce speed, the carriageway will be reduced in width while maintaining access for driveways and parking.
Why is this being introduced?
This is part of a largerproject (Public Domain Upgrade) to make Neutral Bay more appealing as a shopping destination for residents and visitors. Council has been revitalising the shopping and commercial strip to make it more attractive for shoppers and to reinforce the ‘village vibe’. The introduction of a Shared Zone will improve accessibility and there will be tactiles in key locations to improve access for people that are visually impaired. Introduction of a Shared Zone was an identified treatment in Council’s Local Area Traffic Management Plan (LATM) forZone 5. Item T.41 identifies that Grosvenor Lane between Ben Boyd Road and Young Street has ‘high pedestrian activity but no footpaths.’
What is the timeline?
Construction is expected to commence in September 2019.
